Green rubber covers are designed to slip over your tires to keep them clean and protected while storing or transporting them - stretch them on like a giant rubberband. These fit very snug - to stay in place. It may take some serious grunting to mount them the first few times. Sort of like mounting an unstreched tubular tire!
